Until a day to be appointed1, where a tenant2, or the secretary of a recognised tenants' association3, has obtained a summary4 of relevant costs5, the tenant, or the secretary with the consent of the tenant, may within six months of obtaining the summary require the landlord6 in writing to afford him reasonable facilities for7:
(1) inspecting the accounts, receipts and other documents supporting the summary8; and
(2) taking copies or extracts from them9.
Such a request is duly served on the landlord if it is served on an agent of the landlord named as such in the rent book or
