The restrictions on the right to possession of a dwelling house subject to a protected or statutory tenancy1 are removed in the following circumstances:
(1) at any time when the dwelling house is overcrowded2 in such circumstances as to render the occupier guilty of an offence3;
(2) where possession is sought of a house in respect of which a demolition order or prohibition order has been made
