The appropriate national authority1 may give directions to social landlords2 about the making of service charges3 in respect of works of repair, maintenance or improvement:
(1) requiring or permitting the waiver or reduction of charges4 where relevant assistance5 is given by the appropriate national authority6; and
(2) permitting the waiver or reduction of charges in such other circumstances as may be specified in the directions7.
A direction may not require the waiver or reduction of charges by reference to assistance for which application was made before the date on which the direction was given, but subject to that directions may
