Where a tenant1 refers2 to the appropriate tribunal3 a notice4 relating to an increase in rent, the tribunal must determine the rent5 at which it considers that the dwelling house might reasonably be expected to be let6 in the open market by a willing landlord7 under an assured tenancy8:
(1) which is a periodic tenancy having the same periods as those of the tenancy9 to which the notice relates10;
(2) which begins at the beginning of the new period specified in the notice11;
(3) the terms of which, other than those relating to the amount of the rent, are
