Where the lease1 by virtue of which a participating tenant2 is a qualifying tenant3 of his flat4 is assigned to another person, the assignee5 of the lease must, within the period of 14 days beginning with the date of the assignment, notify the nominee purchaser6:
(1) of the assignment; and
(2) as to whether or not the assignee is electing to participate in the proposed acquisition7.
Where, however, a qualifying tenant of a flat contained in the specified premises8:
(a) is not one of the persons by whom the initial notice was given; and
(b) is not an assignee of
