The appropriate national authority1 may, if it considers it appropriate to do so, by order2:
(1) approve any code of practice:
(a) which appears to that authority to be designed to promote desirable practices in relation to any matter or matters directly or indirectly concerned with the management of residential property3 by relevant persons4; and
(b) which has been submitted to that authority for its approval5;
(2) approve any modifications of any such code which have been so submitted6; or
(3) withdraw its approval for any such code or modifications7.
