The Rent Act 1977 contains provisions requiring the appropriate national authority, after consultation with the local authority1, to make for every registration area2 a scheme providing for the appointment by the proper officer of the local authority of such number of rent officers3 for the area as might be determined by or in accordance with the scheme4. Default powers are also conferred on the appropriate national authority if a local authority5 or its proper officer has failed to carry out any function or functions conferred on it or on him by such a scheme6.
