Any party to a long lease1 of a flat2 may make an application to the appropriate tribunal3 for an order varying the lease in such manner as is specified in the application4. The grounds on which any such application may be made are that the lease fails to make satisfactory provision with respect to one or more of the following matters, namely:
(1) the repair or maintenance of:
(a) the flat in question5; or
(b) the building containing the flat6; or
(c) any land or building which is let to the tenant under the lease or in respect of
