Where an application for the registration of a new rent in respect of a dwelling house is made after 1 February 19991 and, on the date of that application, there is an existing registered rent2 in respect of that dwelling house, then, subject to the prescribed exceptions3, the amount to be registered as the rent of the dwelling house4 must not exceed the maximum fair rent calculated in accordance with the prescribed formula5.
