Where no rent for a dwelling house is registered1 and for any statutory period2 there is, with respect to the provision of services3 for the tenant4 by the landlord5 or a superior landlord, or with respect to the use of furniture by the tenant or with respect to any circumstances relating thereto, any difference, in comparison with the last contractual period6, such as to affect the amount of rent which it is reasonable to charge, the recoverable rent7 for the statutory period is to be increased or decreased by an appropriate amount
