408. Rights of consular access and assistance in relation to detained persons.

Under the Vienna Convention on Consular Relations1, the consular officers2 of a state party have a right to visit a national who is in prison, custody or detention, to converse and correspond with him, and to arrange for his legal representation3. In addition, the consular officers of a state party to the Convention have a right to visit any national who is in prison, custody or detention pursuant to a judgment
