176.     Right to fish on the high seas.

All states have the right for their nationals to engage in fishing on the high seas1, subject specifically to2:

  1.  

    (1)     their treaty obligations3;

  2.  

    (2)     the rights and duties, as well as the interests, of coastal states provided for in provisions respecting the exclusive economic zone4; and
