Since liability for a public debt contracted under municipal law1 is a question of municipal law, and since international law cannot of itself have direct effect in municipal law2, state succession cannot of itself extinguish the liability of the government of a continuing predecessor state for municipal public debts incurred by it in respect of the territory concerned or render the government of a successor state liable for any such debts incurred in respect of the territory concerned by the government of a predecessor state, whether continuing or extinct3.
