The International Court of Justice, which is the principal judicial organ of the United Nations1, consists of 15 judges, no two of whom may be nationals of the same state2. They are elected for periods of nine years3 by the General Assembly and the Security Council proceeding independently of each other4 from a list of persons nominated by the national groups in the Permanent Court of Arbitration or equivalent national groups5
