405. Notification of consular rights to detained foreign nationals.

A national of a state party to the Vienna Convention on Consular Relations1 who has been arrested or detained has a right to be informed by the competent authorities without delay of the right to request that the consular post of his state of nationality be informed and of his right to send communications to the consular post2.
