198. Licensing of activities.

A person1 must not carry on any activity2 unless a licence has been granted by the Secretary of State3, except where the person is acting as employee or agent of another4 or in the case of activities in respect of which arrangements have been made between the United Kingdom and another country to secure compliance with its international obligations5. If it appears to the Secretary of State that an unlicensed activity is being carried on, the Secretary of State may give such directions as are necessary to secure compliance with the United Kingdom's international obligations6.
