Upon the completion of the presentation of a case1, the International Court of Justice2 retires to consider its judgment3. All questions are decided by a majority of the judges present4, and in the event of equality of votes the President or presiding judge has a casting vote5. The judgment, which must state the reasons upon which it is based6, must contain the names of the judges who took part in it
