Ships and aircraft exercising the right of transit passage must:
(1) proceed without delay through or over the strait1;
(2) refrain from any threat or use of force against the sovereignty, territorial integrity or political independence of the states bordering the strait or in any other manner inconsistent with the principles of international law embodied in the Charter of the United Nations2;
(3) refrain from activities other than those incident to their normal modes of continuous and expeditious transit3 unless rendered necessary by force majeure or distress4; and
(4) comply with relevant provisions of Part II of the United
