If the distance between the low-water marks at the natural entrance points of a bay does not exceed 24 nautical miles (NM), a closing line may be drawn between those two low-water marks1. Where the distance between the low-water marks at the natural entrance exceeds 24NM, a straight baseline may be drawn within the bay so as to enclose the maximum area of water that is possible with a line of that length
