If a local authority1 ('the first authority') has functions under the relevant provisions2 in relation to a relevant child3 or functions under any of the relevant provisions may be conferred on the authority in relation to a relevant child, that authority may make arrangements with another local authority ('the second authority') under which the functions may become functions of, or functions that may be conferred on, the second authority in relation to the relevant child4.
