As from a day to be appointed1 the Secretary of State2:
(1) may require that, in circumstances specified by the Immigration Rules3, security4 is to be given in advance of the giving of entry clearance5;
(2) may, in circumstances so specified, accept security with respect to a person who is applying for entry clearance but for whom security is not required6; and
(3) where security has been provided under head (1) or head (2) above, may refuse an application for extension of leave or leave to remain if appropriate security is not provided, or continued, with respect to the
