For the purposes of determining1 whether a person who has made an asylum or human rights claim2 may be removed from the United Kingdom3, without a substantive decision being made on that claim, to a state of which he is not a national or citizen4, in order for that state to determine his claim, certain specified states are treated as a place:
(1) where a person's life and liberty are not threatened by reason of his race5, religion6, nationality7, membership of a particular social group8 or political opinion9;
(2) from which a person will not be sent to another
