Where a direction is made about the exclusion of a non-EEA national1 from the United Kingdom2 which:
(1) is made by the Secretary of State3 wholly or partly on the ground that the exclusion from the United Kingdom of the non-EEA national is conducive to the public good4;
(2) is not subject to a right of appeal5; and
(3) is certified by the Secretary of State as a direction that was made wholly or partly in reliance on information which, in the opinion of the Secretary of State, should not be made public in the interests of national security
