The Chief Inspector of Borders and Immigration1 must prepare plans describing the objectives and terms of reference of proposed inspections2. Plans must be prepared at prescribed3 times and in respect of prescribed periods, as well as at such other times, and in respect of such other periods, as the Chief Inspector thinks appropriate4. A plan must be in the prescribed form, and contain the prescribed information5. In preparing a plan the Chief Inspector must consult the Secretary of State and prescribed persons
