Before a decision is taken on an application for asylum1 the applicant must be given the opportunity of a personal interview2 on his application with a representative of the Secretary of State who is legally competent to conduct such an interview3 unless:
(1) the Secretary of State is able to take a positive decision on the basis of evidence available4;
(2) the Secretary of State has already had a meeting with the applicant for the purpose of assisting him with completing his application and submitting the essential information regarding the application5;
(3) the applicant,
