Consequent to the UK's withdrawal from the EU, this Halsbury paragraph should be read in conjunction with the Immigration, Nationality and Asylum (EU Exit) Regulations 2019, SI 2019/745, pending incorporation of the changes into the text.

A person who on arrival in the United Kingdom1 passes through to another country without entering the United Kingdom (ie a 'transit passenger'2) is required to hold a transit visa3 unless he holds, or a person with whom he arrives in the United Kingdom holds on his behalf:
