A person is guilty of an offence if, being the captain1 of a ship2 or aircraft3 or the train manager4 of a through or shuttle train5:
(1) he knowingly permits a person to disembark6 or leave the train in the United Kingdom7 when required to prevent it8, or fails without reasonable excuse to take any steps he is required to take in connection with the disembarkation or examination of passengers9 or for furnishing a passenger list or particulars of members of
