For the purposes of the Immigration (European Economic Area) Regulations 20161, the expression 'worker or self-employed person who has ceased activity' means an EEA national who satisfies condition (1), (2), (3) or (4) as follows2.
(1) A person satisfies this condition if he:
(a) terminates his activity as a worker or self-employed person and has reached the age of entitlement to a state pension on terminating that activity or, in the case of a worker, ceases working to take early retirement3;
(b) pursued his activity as a worker or self-employed person in the United Kingdom for at least 12
