Until a day to be appointed1, for the purposes of the statutory provisions relating to support for asylum seekers2 a person is 'destitute' if he3 does not have adequate accommodation4 or any means of obtaining it, whether or not his other essential living needs are met5, or he has adequate accommodation or the means of obtaining it but cannot meet his other essential living needs6. As from that day7 a person who does not have dependants is 'destitute' for these purposes if he does not have and cannot obtain both adequate accommodation8 and food and other essential items9, and
