When exercising his power1 to provide accommodation the Secretary of State2 must have regard to:
(1) the fact that the accommodation is to be temporary pending determination of the asylum seeker's3 claim4;
(2) the desirability, in general, of providing accommodation in areas in which there is a ready supply of accommodation5; and
(3) such other matters as may be prescribed by regulations6.
