The assessment by the Secretary of State1 of an asylum claim2, eligibility for a grant of humanitarian protection3 or a human rights claim must be carried out on an individual, objective and impartial basis4, in particular taking into account:
(1) all relevant facts as they relate to the country of origin or country of return at the time of taking a decision on the grant5;
(2) relevant statements and documentation presented by the person including information on whether he has been or may be subject to persecution or serious harm6;
