503. Matters to be considered by the First-tier Tribunal.

If a person appealing1 against a decision makes a statement in response to a notice given by the Secretary of State or an immigration officer2, the First-tier Tribunal3 must consider any matter raised in the statement which constitutes one of the statutory grounds of appeal4 against the decision appealed against5. However, the Tribunal must not consider a new matter6 unless the Secretary of State has given the Tribunal consent to do so7.
