In relation to clandestine entrants1 who arrive concealed in a vehicle or rail freight wagon or who pass, or attempt to pass, through immigration control in a concealed vehicle2, where a person to whom a penalty notice is issued3 objects on the ground that he is not liable to the imposition of a penalty, or the amount of the penalty is too high, he may give a notice of objection to the Secretary of State4.
