The Secretary of State1 must issue a registration certificate to a qualified person2 immediately on application and production of a valid national identity card or passport issued by an EEA state3, and proof that he is a qualified person4. In the case of a worker5, confirmation of the worker's engagement from his employer or a certificate of employment is sufficient proof that he is a qualified person6.
