The European Agency for Safety and Health at Work was established by an EC Council Regulation of 18 July 19941, which has been replaced by a European Parliament and Council Regulation of 16 January 20192. The Agency, which is based in Bilbao, Spain3, is a tripartite European Union (EU) organisation. It has no legislative or executive powers with regard to the EU; rather, its aim is to provide the EU institutions and bodies, the member states, the social partners and other actors involved in the field of safety and health at work with relevant technical, scientific and economic information and qualified expertise in that field in order to improve the working environment as regards the protection of the safety and health of worke
