The following provisions apply to the storage, transport and use of explosives1 at a quarry2.
The operator3 must:
(1) ensure, so far as is reasonably practicable4, that all explosives are stored, transported and used safely and securely;
(2) appoint5 one or more competent6 individuals to organise and supervise all work at the quarry involving the use of explosives (the 'explosives supervisor'); and
(3) ensure that at no time is there more than one person acting as the explosives supervisor at the quarry7.
It is the duty of the operator to ensure that:
