The owner or lessee of a container1 may not use2 it or permit it to be used unless: (1) it has a valid approval3 issued by the Health and Safety Executive, or by a person or body appointed4 by the Health and Safety Executive, or by or under the authority of a government which is party to the International Convention for Safe Containers5; (2) it has a valid safety approval plate fixed to it6; (3) it is properly maintained7; (4) statutory requirements relating to examination are met8; (5) all markings on the container showing maximum gross weight are consistent
