The operator1 must prepare and keep up to date a suitable written scheme for the systematic inspection2, maintenance3 and, where appropriate, testing of:
(1) all parts of the quarry4;
(2) all buildings, whether temporary or permanent, at the quarry; and
(3) any plant at the quarry,
with a view to securing the health and safety of persons at the quarry and in the area immediately surrounding the quarry who are directly affected by the activities of the quarry5. The operator must also ensure that, where appropriate, suitable written reports are made of inspections, maintenance and tests carried out in pursuance
