Subject to certain exceptions1, where a person carries out an inspection2 is not satisfied that construction work3 can be carried out safely at the place inspected, that person must:
(1) inform the person on whose behalf the inspection was carried out, before the end of the shift within which the inspection is completed, of the matters that could give rise to a risk to the safety of any person4;
(2) prepare a report which must include the specified5 particulars6;
(3) provide the report, or a copy of it, to the person on whose behalf the inspection was carried out,
