The Health and Safety Executive1 has power:
(1) to make agreements with a government department or other person for that department or person to perform any of its functions, with or without payment2;
(2) to make agreements with a minister of the Crown, a government department or a public authority to perform functions exercisable by that minister, department or authority, with or without payment3;
(3) to provide services or facilities, with or without payment, otherwise than for the general purposes of Part I of the Health and Safety at Work etc Act 19744, to a government department or public
