The mine operator1 must ensure that winding apparatus2 is suitable and has effective means: (1) to control the speed and distance of travel of the conveyance or counterweight; (2) to stop and hold the conveyance or counterweight in a safe manner, in the event of an overwind3; and (3) to monitor the position and movement of every conveyance in a shaft4.
