At mines other than mines of coal, stratified ironstone, shale or fireclay, the manager of every mine in which, or in part of which, the use of lamps or lights other than permitted lights1 is unlawful must make and ensure the efficient carrying out of arrangements to secure that no safety-lamp is taken below ground in that mine or part unless it has, since last used, been thoroughly examined and found to be in safe working order and unless it is securely locked
