660. Internal emergency plans for upper tier establishments.

An internal emergency plan1 must be prepared by the operator2 of an upper tier establishment3: (1) where the establishment is a new establishment4, within a reasonable period of time prior to the start of operation of the establishment or any modifications leading to a change in the inventory of dangerous substances at the establishment; (2) where the establishment is an existing establishment5, by 1 June 2016; or (3) where the establishment is an other establishment6, within two years beginning on the date on which the establishment, or site of operation, first becomes an other establishment7.

Despite the requirements above, the
