An operator1 who has prepared an emergency plan2 must take reasonable steps to put it, or such parts of it as are necessary, into effect without delay when a radiation emergency3 occurs or if an event occurs which might lead to a radiation emergency4. When an operator takes those steps, the operator must at the same time inform the local authority5 in whose area the premises are situated and the regulator6 that the operator has put its plan into effect7.
