If in any area of the workplace under the control of the person responsible1 an employee is likely to be exposed to noise2 at or above an upper exposure action value3 for any reason, the person responsible must ensure that:
(1) the area is designated a hearing protection zone;
(2) the area is demarcated and identified by means of the specified sign4; and
(3) access to the area is restricted where this is practicable and the risk from exposure justifies it,
