The mine operator1 must ensure that there are at least two shafts2 or outlets providing at least two separate exits to the surface3. The shafts or outlets must be: (1) of sound construction; (2) readily accessible to persons below ground at the mine; and (3) sufficiently separated so that, so far as is reasonably practicable4, anything that happens in one of them will not affect the safety of the other or others5. The mine operator must ensure that, so far as is reasonably practicable, two exits from the mine are available for use at any time by persons below
