591. Enforcement and civil liability in regard to contained use; and appeals.

A failure to discharge a duty placed on the competent authority1 or the Health and Safety Executive2 by the Genetically Modified Organisms (Contained Use) Regulations 20143 is not an offence4. Subject to that, and to the extent they would not otherwise do so, the provisions of the Health and Safety at Work etc Act 1974 relating to approved codes of practice and enforcement5 and offences6 and the provisions of the Health and Safety (Training for Employment) Regulations 19907 apply to those regulations as if they were health and safety regulations for the purposes of the Health and Safety at
