659. Emergency plans for upper tier establishments in regard to major accident hazards.

Every operator1 of an upper tier establishment2 must prepare an internal emergency plan, specifying the measures to be taken inside the establishment3. Except if it has been exempted from the requirement4, a local authority5 in whose administrative area an upper tier establishment is situated must prepare an external emergency plan specifying the measures to be taken outside the establishment6.
