Every employer1 must ensure that risk2 is either eliminated or reduced so far as is reasonably practicable3. In complying with this duty, substitution must by preference be undertaken, whereby the employer must avoid, so far as is reasonably practicable, the presence or use of a dangerous substance4 at the workplace5 by replacing it with a substance or process which either eliminates or reduces the risk6.
