Every employer1 must ensure that, where appropriate2, work equipment3 is provided with:
(1) one or more controls for the purposes of:
(a) starting the work equipment, including re-starting after a stoppage for any reason4; or
(b) controlling any change in the speed, pressure or other operating conditions of the work equipment where such conditions after the change result in risk to health and safety which is greater than or of a different nature from such risks before the change5;
(2) one or more readily accessible controls the operation of which will bring the work equipment to a safe condition
